The Commissioner, subject to the approval of the Secretary of the Department of Transportation, shall organize and administer the Division in such manner as he may deem necessary to conduct the work of the Division.

An unvacated forfeiture of bail or collateral deposited to secure the person's appearance in court. A violation of a condition of release without bail, regardless of whether or not the penalty is rebated, suspended, or probated.
